Plaintiff Ari Bailey (“plaintiff’) brings this action pro se against the Bureau of *52Prisons (“BOP”) and twelve named BOP employees 1 (collectively, “defendants”) for alleged violations of his rights under the First Amendment, the Supremacy Clause, the Privacy Act, and various civil rights statutes.
