Plaintiff had been an employee of Chemeketa Community College under successive one-year contracts 1 since 1985, in a position that was exempt from collective bargaining. In the fall of 1987, she was evaluated and was told that there were problems with her work performance. In January, 1988, her supervisor gave her a work plan that listed areas in which she needed to improve. In early February, the supervisor informed her that she would recommend that her contract not be renewed for the next academic year.
