Affirming.
• For many years the citizens of Harrodsburg have obtained water from a municipally owned and operated plant which consists of a dam across Salt river, which creates a reservoir for the storage of water, a filtration plant, a standpipe and lines of pipe through which water is transported and delivered to the consumers. The water impounded in the reservoir by the present dam across Salt river proved to be insufficient to meet the needs of the patrons of the city water plant, and on September 20, 1944, the city purchased from John P.
