This action concerns the sale and transfer, by the defendant State of Connecticut Department of Public Works (“DPW”) to the defendant Town of Preston, Connecticut (“Town”), of a parcel of real property (“the subject property”) within the Town on which the State of Connecticut Department of Mental Health (“DMH”) formerly operated part of the Norwich State Hospital (“Hospital”).
