Petitioner Randy Lee Royal, a juvenile, seeks review of an order of the Court of Appeals, Division One, denying his motion to modify the ruling of a commissioner of the Court of Appeals granting the court's own motion on the merits affirming his King County Juvenile Court conviction for robbery in the first degree.
