Richard Gallaher was convicted in the district court of failing to pay a child support obligation in violation of 18 U.S.C. §§ 228(a)(1) and (a)(3). After his conviction became final, he moved the district court to vacate his sentence pursuant to 28 U.S.C. § 2255. The court denied the motion, and he now appeals. We issued a certificate of appealability (“COA”) certifying one issue for appellate review:
