For reasons satisfactory to the legislature, into which we have no right to inquire, it was deemed advisable and proper expressly to prescribe and limit the salary and fees of certain officers of the county of Otter Tail, and to that end chapter 423, p. 1032, Sp. Laws 1891, was enacted. By that act the salary of the county treasurer was fixed at $1,600 a year, and that of other county officers as therein prescribed. Relator herein was duly elected as county treasurer at the general election of 1910, re-elected in 1912, and again in 1914, and is now discharging the duties of his office under…
