Appellant was. elected treasurer of Monroe county at the November election, 1892, entered upon his office September 7, 1893, and continued therein to September 7, 1895. The fee and salary act of 1891 (Acts 1891, p. 434), fixed the salary of the treasurer of Monroe county at $1,800 per annum. The acts of 1879 (Acts 1879, p. 141), fixed the same at $800 and certain commissions. Eor the official year ending September 7, 1894, appellant presented to' the board of commissioners of the county, each quarter, his verified account for salary as treasurer as follows: December 7, 1893, $450; March 7,…
