¶1 Timothy White appeals the trial court’s dismissal of his petition for Clark County (County) to show *627adequate cause for refusing to disclose scanned images of pre-tabulated election ballots pursuant to a Public Records Act (PRA)1 request. He argues that the images were nonexempt public records subject to PRA disclosure.
