The two appeals on this record are from decrees of the Circuit Court' No. 2 of Baltimore City, declaring Ordinance No. 95 of of the Mayor and City Council of Baltimore, approved December 21st, 1939, invalid and ineffectual, and directing issuance of writs of injunction restraining appellant from issuing and selling certificates of indebtedness authorized thereby. The decrees resulted from attacks upon the ordinance by two groups of residents and taxpayers of the city, after appellant had answered their bills of complaint, and after testimony offered by all the parties was heard orally by the…
