Plaintiff James Armstrong, a prisoner in the custody of the Illinois Department of Corrections (IDOC), filed a petition for mandamus against defendants Odie Washington, the Director of the Illinois Department of Corrections, and Thomas Roth, the warden of the Sheridan Correctional Center.
