This is an appeal from a decision of the Arkansas Board of Law Examiners denying the application of appellant Randall Mark Shochet for admission to the Bar of this Court. Mr. Shochet has completed the necessary educational requirements, and he passed the Arkansas Bar Examination in July 1996. The Board determined, however, that Mr. Shochet failed to establish “good moral character beyond a preponderance of the evidence,” as required by Rule XIII of the Rules Governing Admission to the Bar, and denied his application on that basis.
