11John Patrick Moody appeals from a decision of the Arkansas State Board of Law Examiners (the Board) denying him admission to the bar. On appeal, he argues that the Board erred in (1) finding that the record does not reflect that he has maintained a sufficient period of sobriety to establish the necessary mental and emotional stability to practice law; and (2) denying him admission outright, rather than deferring the question or admitting him conditionally pursuant to Rule XIII(D) of the Rules Governing Admission to the Bar.
