Steven L. Beshear, in his official capacity as Attorney General of Kentucky, acting on behalf of the citizens of the Commonwealth, appeals from a judgment of the Franklin Circuit Court denying his application for temporary restraining order and permanent injunction and dismissing his petition for declaratory and injunctive relief.
