These two related cases involve challenges to the construction of a federal highway project around the city of Winston-Salem, North Carolina.

In case l:99cvl34, this court entered an Order of Dismissal by consent of all parties on June 29, 1999 (“Order of Dismissal”), which prohibited further work on the highway project until certain enumerated actions occurred.
