TACHA, Circuit Judge.

Plaintiffs appeal from the district court’s denial of their motion for attorneys’ fees and costs pursuant to § 16 of the Clayton Act, 15 U.S.C. § 26. See City of Chanute v. Williams Natural Gas Co., 820 F.Supp. 1290 (D.Kan.1993). We exercise jurisdiction under 28 U.S.C. § 1291 and affirm.

I. Background

This appeal is the latest round in a long string of litigation between plaintiff cities (“the cities”) and defendant, Williams Natural Gas Co. (“Williams”). The specific issue we must decide is whether the cities are entitled to attorneys’ fees under § 16 of the Clayton Act.…
