I. INTRODUCTION

Plaintiff, Chesley Lewis, Jr., filed suit on June 12, 1989 against Breaux Bridge Police Officers Melvin Goodie 1 and Anthony DeR-ousselle, and the City of Breaux Bridge alleging causes of action under 42 U.S.C. Section 1983 and Louisiana law. On July 24, 1991, plaintiff filed an amended petition naming George Menard, the Chief of Police of the City of Breaux Bridge, as an additional defendant in both his individual and official capacity.
