GPX International Tire Corp. and Hebei Starbright Tire Co., Ltd. (collectively, “GPX”) appeal a Court of International Trade (“Trade Court”) decision upholding the Department of Commerce’s (“Commerce”) imposition of both antidumping and countervailing duties.
