WIESE, Judge.

Plaintiffs, former officers and directors of a federal savings and loan association, sue here to recover employment and pension benefits allegedly denied them when the savings and loan was placed into receivership following the enactment of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (“FIRREA”), Pub.L. No. 101-73, 103 Stat. 183. The case is now before the court on defendant’s motion to dismiss the complaint for lack of jurisdiction or, in the alternative, for failure to state a claim upon which relief can be granted.
