I. Background

On April 15, 2011, the court filed a scheduling order that governs the remaining pretrial proceedings in this matter. See generally Apr. 15, 2011 Order, Docket Number (Dkt. No.) 98; see also Grand Acadian, Inc. v. United States, 97 Fed.Cl. 483, 484-87 (2011) (describing the factual background of this case).
