A preliminary injunction was entered in August 1993, after defendants instituted a policy concerning the investigation of claims of injured employees brought pursuant to the Federal Employers’ Liability Act (the Act) (45 U.S.C. §§ 51 through 60 (1994)). In Harper v. Missouri Pacific R.R. Co., 264 Ill.
