This action contests the final affirmative antidumping determination of the U.S. Department of Commerce, imposing substantial duties on certain stainless steel butt-weld pipe fittings (“fittings”) produced in the Philippines and exported to the United States by companies including plaintiff Tung Fong Industrial Company, Inc. (“Tung Fong”), a small, family-owned manufacturer of such fittings.
