This matter is before the court on cross Motions for Judgment on the Agency Record, pursuant to USCIT Rule 56.2, by Borden, Inc., Gooch Foods, Inc., and Hershey Foods Corp. (collectively “Borden” or “the domestic industry”) and Delverde, SrL and Delverde USA, Inc. (collectively “Delverde”).
