Plaintiff Francis J. Dwyer appeals from a final judgment of the United States District Court for the Northern District of New York, Roger J. Miner, Judge, dismissing his complaint, brought under 42 U.S.C. § 1983 (1982) against defendant Edward V. Regan, individually and as head of the New York State Employees Retirement System (the “Retirement System” or the “System”), for damages and equitable relief for the termination of Dwyer’s employment without a prior hearing.
