CLARKSON S. FISHER, District Judge.

Plaintiff seeks declaratory and injunctive relief 1 against the operation of R. 1:24-2 of the New Jersey Court Rules, 1969, as amended, insofar as paragraph (c) of that Rule prevents him, and those persons similarly situated 2 , from sitting for the bar examination of the State of New Jersey. 3

R. 1:24-2 provides in pertinent part:

“No person shall be admitted to the bar examination unless he first presents to the Board [of Bar Examiners], in the manner prescribed by its rules:(c) Certification by a duly authorized officer of his law school that it is approved…
