Philip Morris appeals the district court’s dismissal of this declaratory judgment action challenging the validity of certain regulations issued by the Secretary of Labor pursuant to the Rehabilitation Act of 1973, 29 U.S.C. § 793, and a finding by the Office of Federal Contract Compliance Programs (the OFCCP) that good cause existed for extending the time for filing handicap discrimination claims by two employees of Philip Morris.
