MEMORANDUM OPINION
COLLYER, District Judge.
Before the Court are Defendants’ motions to dismiss and motions for summary judgment, as well as a related “motion for order” filed by Plaintiff Buony Roum. Defendants contend that the Complaint must be dismissed because most of Plaintiffs claims are barred by sovereign immunity. Defendants also contend that Plaintiffs claims are so unsubstantial that the Court lacks jurisdiction.
