Dealing first with the grounds of constitutional attack on the State housing laws under which the defendant, Housing Authority of the City of Rome, Georgia, has functioned — the “housing-authority law” of 1937 (Ga. L. 1937, p. 210), ancl the act of 1939 amending this law (Ga. L. 1939, p. 112), this court, in Williamson v.
