We first consider the plaintiffs’ assignments of error as to the court’s sustaining of the defendant’s special demurrers to certain -allegations of the petition.(a) Paragraph 11 of the petition alleged that, under section 13 of the Housing Authorities Law (Ga. L. 1937, pp. 210, 223; Code, Ann.
