In this appeal, the Court is urged to reverse a decision by the Board of Immigration Appeals (hereinafter the “Board”) denying petitioner’s motion to reopen and reconsider a deportation order originally entered in 1958, upheld by this Court in 1960, and reaffirmed by the Board in 1965. Although the factual background of this controversy has previously been set forth by this Court in Bufalino v.
