This is an appeal by the East Bay Municipal Employees Union (hereafter union) and its officers, on behalf of certain named members (hereafter collectively referred to as appellants), who are employees of the County of Alameda (hereafter county), under the jurisdiction of the County Board of Supervisors, County Civil Service Commissioners, and Director of Personnel (hereafter collectively referred to as respondents).
