The State appeals the trial court’s dismissal of the charges against Jerrod L. Long due to the passage of the statute of limitations. We transferred the appeal to this court pursuant to K.S.A. 20-3018(c).

On July 25, 2001, the Douglas County District Attorney filed a complaint against Long, alleging that on August 28, 1999, he manufactured or attempted to manufacture methamphetamine, that he conspired to manufacture methamphetamine, and that he possessed both methamphetamine and drug paraphernalia.
