The petitioner seeks a writ of mandate to compel the Railroad Commission of the state of California to assume jurisdiction of and to hear and determine a complaint which the petitioner filed with said Commission. In this complaint the petitioner asked the Commission to order the Los Angeles Railway Corporation to extend certain of its street-ear lines in the city of Los Angeles into the territory constituting a part of the city and known as Hollywood.
