The plaintiffs commenced this action in the county court seeking a declaration that an initiative petition entitled “An Act to require public reporting of corporate tax information and analysis of certain tax expenditures” is in violation of art. 48 of the Amendments to the Massachusetts Constitution and, therefore, should not be allowed to appear *26on the November, 1992, Statewide ballot.
