Appellants Coalition on Sensible Transportation (“COST”) and other groups 1 bring a number of challenges concerning a road construction project in Montgomery County, Maryland. The project will widen approximately sixteen miles of Interstate 270 (“1-270”) and modify five interchanges along the way; it is expected to take five years and cost more than $113 million.
