The city of Toledo decided to expand one of its airports, and the Federal Aviation Administration decided to approve the city’s plan. In this petition for review of the FAA’s order, an alliance of people who live near the airport contends that the FAA has violated several environmental statutes and regulations. We hold that the FAA *373has complied with all of the statutes and all but one of the regulations.
