By the act of March 5, 1906, P. L. 83, the legislature undertook “to regulate and improve the civil service” of cities of the first class. The act is elaborate and comprehensive, containing twenty-eight sections; expressly repeals previous inconsistent acts, and carries the legislative declaration that “it is intended by this act to furnish a complete and exclusive system for the appointment, removal, etc.,” of all officers, clerks, laborers and other employees in the civil service of cities of the first class.
