The General Assembly passed an act, in force July 1, 1895, entitled “An act to establish and maintain the Eastern Illinois State Normal School,” which was created a corporation to be governed by a board of trustees appointed by the Governor with the advice and consent of the senate. The trustees were appointed and planned to receive donations from different localities in consideration of the location of the school.
