The appellant, veteran Roberto A. Vargas-Gonzalez, appeals through counsel an April 17, 1996, decision of the Board of Veterans’ Appeals (BVA or Board) denying reopening of a claim for Department of Veterans Affairs (VA) service connection for Meniere’s disease and entitlement to VA non-service-connected pension based on permanent and total disability.
