The Minneapolis-Saint Paul Sanitary District appeals from an order denying its motion for new trial.

The problem of sewage treatment and disposal in the cities of St. Paul and Minneapolis has been a matter of public concern over a period of years. The legislature, recognizing the necessity of concerted action by the two cities to correct or at least alleviate existing evils caused by lack of suitable and modern facilities to meet such conditions, enacted L. 1927, c. 181, creating the Metropolitan Drainage Commission.
