WATSON, Judge:
This is a judicial review of a determination 1 in which the U.S. International Trade Commission (ITC) found that an industry in the United States would be threatened with material injury if an antidumping duty order issued against television sets from Japan 2 were to be modified or revoked. The ITC had to first find that circumstances had changed sufficiently since the issuance of the antidumping duty order to justify the type of administrative review provided in section 751(b) of the Tariff Act of 1930 (19 U.S.C. § 1675(b)). 3 The result of the ITC’s review was then challenged…
