Abdul Hakeem, a native and citizen of Pakistan, petitions for review of the Board of Immigration Appeals’ (“BIA”) decision dismissing his appeal from the Immigration Judge’s (“IJ”) denial of his application for asylum and withholding of removal.

Abdul Hakeem, a native and citizen of Pakistan, first entered the United States in 1984. In 1993, he returned to Pakistan and stayed three months before returning to the United States. Sometime in 1996, he returned to Pakistan again because his father had died. In December 1996, he reentered the United States.
