Plaintiff Michael Kuzma seeks to recover $687.43 in costs incurred in the successful litigation of an action he brought pro se in the United States District Court for the Western District of New York against the Internal Revenue Service pursuant to the Freedom of Information Act, 5 U.S.C. § 552 (“FOIA”), and the Privacy Act of 1974, 5 U.S.C. § 552a.
