In a proceeding under CPLR article 78, petitioner seeks review of respondents’ determination that her application for public assistance for her minor daughter, Jessica, was required to include the needs and income of the child’s sibling, Salvatore, Jr., who was residing in the household but was not an applicant for or a recipient of public assistance.
