MEMORANDUM OPINION

EMMET G. SULLIVAN, District Judge.

This case is before the Court on defendant United States Solicitor General’s motion to dismiss. Plaintiff, proceeding pro se, filed his Complaint on July 28, 2011 requesting that the Court grant a number of unclear “orders” related to a wide variety of subject matter, including state retirement benefits, rejected patent applications, patent infringement, and tax refunds. Defendant filed a motion to dismiss on December 12, 2011, arguing, among other things, that the Complaint should be dismissed under Federal Rule of Civil Procedure 12(b)(1)…
