RIPPLE, Circuit Judge.

The Immigration and Naturalization Service (“INS”) brought removal proceedings against Maribel Rodriguez Galicia. Ms. Rodriguez applied for asylum and withholding of removal and an Immigration Judge (“IJ”) denied her application and the Board of Immigration Appeals (“BIA” or “Board”) affirmed. She timely petitioned for review to this court and filed a motion to reopen with the BIA. The BIA denied her motion to reopen and she separately petitioned for review of this denial.
