This suit, which is a consolidation of two separate causes, is to collect delinquent drainage assessments on defendants' land. Plaintiff had judgment and defendants have appealed.

Defendants' contention is that the assessments against this land are absolutely void, because beyond the constitutional power of the State to make, and that to enforce them would deprive them of their property without due process of law in violation of the Fourteenth Amendment of the United States Constitution.
