MILLER, Chief Justice:

Indiana & Michigan Electric Company (Indiana) appeals a ruling of the Workers’ Compensation Appeal Board that affirmed a final order of the Workers’ Compensation Commissioner (Commissioner), dated April 4, 1989. Indiana contends that the Commissioner erred in holding that Robert Ward, the claimant, was entitled to pursue his occupational hearing loss claim under our Workers’ Compensation Act (Act), W.Va.Code, 23-1-1, et seq.
