OPINION
WEISBERGER, Justice.
This case comes before us on a petition for certiorari by the plaintiff, William Benders (Benders), to review a final decree of the Appellate Division of the Workers’ Compensation Court. The appellate division upheld the trial court’s decision that denied Benders benefits for an injury he sustained while serving on an ocean-going vessel operated by the defendant, Board of Governors of Higher Education (the board), by and through the University of Rhode Island.
