In a declaratory-judgment action, the Attorney General of Texas and two interve-nors, the Hearst Corporation and its employee Juli Branson, recovered summary judgment against the City of San Antonio. See Uniform Declaratory Judgments Act, Tex.Civ.Prac. & Rem.Code Ann. §§ 37.001-.011 (West 1986 & Supp.1992). The judgment declares and enforces a trial-court decision that certain information kept by the City police department is subject to compelled disclosure under the Texas Open Records Act.
